For much of history, one could describe essentially all education as "small batch." A small number of schools and universities existed for training future churchmen and bureaucrats, and private tutors provided the children of aristocrats with individual instruction.

One way to think about higher education is that it is an investment. You spend money on tuition, books, room and board, etc., and in return, you get a degree that gives you access to the job that you want...
